So if one attempts to play the Budapest defence: 1. d4 Ktf6 2. c4 e5 what type of move would white play to decline it 3. Ktf3 and then what would black's response be? Just Ktc6 and then what would one's goal be?

If you play the Budapest Defense as black, you'd better just take d4. So 1. d4 Nf6 2. c4 e5 3. Nf3 exd4 4. Nxd4 with a good playable position for black. After 3... Nc6 4. d5 you just lose a pawn, and this time you won't get it back :roll: Just take d4 and you should be fine :)
And if you're white: The only challenging reply to the Budapest Defense is to accept the pawn, and then imo the easiest way to get a good position is just playing Nf3, Bf4, g3, Bg2, Nc3, and putting pressure on c7 with Nd5 and if black plays ...d6, c5.
